They mainly are Still Scattered among all the nations. There are more than you think.
The Lost Ten Tribes and the scattered Jews will be gathered to Zion, to be ordained and blessed by the hands of Ephraim, who are the holders of the Melchizedek Priesthood, then the Jews and certain others will Return to the Old Jerusalem and the remaining Tribes will remain in Zion.

25 But they shall be gathered again; but they shall remain (Mainly scattered among all nations) until the times of the Gentiles be fulfilled.
They may have become an Official Nation of Israel, but the MAIN GATHERING will NOT happen until the Times of the Gentiles are Fulfilled.
12 Let them, therefore, who are among the Gentiles flee unto Zion.
(This is speaking of the Lost Ten Tribes, coming to Zion which will be on this, the American Continent, mainly Jackson County, Missouri, the place of the New Jerusalem.)
13 And let them who be of Judah flee unto Jerusalem, unto the mountains of the Lord’s house.
(Jews, will go to the Old Jerusalem, which will be Glorified and Rebuilt for the Millennium - to be one of the two Capitals of the Kingdom of God)
The Jews DO NOT YET UNDERSTAND that the Old Jerusalem WILL NOT BE THE CITY OF ZION or THE NEW JERUSALEM.
Something that ALREADY EXISTS cannot be the NEW JERUSALEM or ZION, it can only be REBUILT. NEW is NEW.
2 And many nations shall come, and say, Come, and let us go up to the mountain of the Lord, and to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for the law shall go forth of Zion, and the word of the Lord from Jerusalem.
(These, Zion and Jerusalem are TWO DIFFERENT PLACES, that is why they are Separately mentioned. If, it was the same place, he would have said: The Law and the Word of the Lord will go forth from Jerusalem. But he didn't, because they are two places, Zion (New Jerusalem) and Jerusalem (the Old Jerusalem).
